Maine Federal Census has the following Howlands in Maine at that time period:
1790- Abraham in Topsham and Joseph in Sandy River (which is up by Rangley I think).
1800- Abraham, still in Topsham, Briggs and his father Zebulon in Franklin County and Michael in Topsham.
1810-Abraham, Topsham, Briggs in Edgecomb and Joseph in Bowdoin (don't know if that's the same one from Sandy River).

He was a Second and First Lieutenant in Captain John Boyd's Company of Matrosses in the War of the Revolution. He was chosen by the legal voters of Bristol, Maine. 20

(These documents were commonplace during that era -- usually biographies that their subjects paid to have included in the books. This was published while he was still alive, and supposedly authorized the information. I should note that it is not totally accurate, but he should know who his ancestors were.)

States that GWH was born November 26, 1818 in Phillips Township, Somerset County, not far from Moosehead Lake, the son of John and Lydia (Hardy).Howland. The text says that John was the grandson of Jebland Howland who died at Wiscasset, Maine in 1824, at which time he was more than 90 years old. (My information has him 87 when he died.) The story says that Zebulon (Jebland) was the father of a numerous family -- one of his sons, Briggs Howland, being the father of John, and grandfather of our subject. Briggs Howland was born in Wiscasset, but for several years of his earlier life had been a sea-faring man. Later he became a farmer... 21
